To answer this we first have to understand 'Inference'. Inference is an advanced cognitive function of intelligent species - the ability to infer.
The relative intelligence of a species is largely defined by its ability to use its sensory inputs to understand its environment and to calculate and deploy appropriate actions to execute task that preserve or improve the life of its vessel.
Designing a computer optimised towards this was strategic in the pursuit of developing truly intelligent systems.
